Maybe the cable?

Here are some resources; They all use Starkey Straight Purple Cable and not a grey-colored cable that might be a standard CS44 cable, or it might be a CS44a for (Phonak/Unitron) which has pins 3&4 reversed?

CS44 CS44a and Starkey Straight Purple Cable use 3 different pinouts. Though sometimes for some hearing aid models (CS44 and Starkey Straight Purple Cable are interchangeable). CS44a are only for (Phonak/Unitron).
Off/On cycle the hearing aids immediately before trying to connect. Take some action from within the fitting software to initiate the connection to the hearing aids.

HMm; ITE/ITC/CIC hearing aids are custom made (by taking an impression of one person's ears). Meaning they are built to fit one person's ears.

They will not fit another person's ears, or they will likely fall out of your ears, or be very painful to wear.

So I don't see the point of trying reprogram ITE/ITC/CIC hearing aids?

I don't know if that will work? It's just a guess.

Do the ITC hearing aids fit inside your ears?

The flex strip is often unusable because the copper contacts on the tip have oxidised. You can try erasing the contacts with an eraser or alcohol and try again.
